Why do some Android apps require manual updates?

So for the longest time I've known that if an apps permissions change you need to manually accept the update but sometimes I have to do that anyways and I don't receive a permissions change notice. Most of the apps on my phone will update on their own but once in a while some will remain pending until I got update. Why is this?
