After much heartache I have finally got a fully functioning Ryzen build. *celebrates*

However, when I try overclock the CPU (BCLK: 100MHZ, Multiplier: 38 or 40, Voltage:1.375-1.400) in CPU-Z and HWMonitor it shows the multiplier being set to 22 and thus the CPU frequency is 2200MHz. Running Cinebench with these settings I get about half the score I get when I don't change anything and the CPU runs at stock settings and HWMonitor and CPU-Z show no change in clock frequency. The motherboard is running the latest BIOS (F5 for Gigabyte) and I am running the latest versions of CPU-Z and HWMonitor, I have set the power settings to High Performance.

Has anyone had any experience of this happening, be it on Ryzen or another platform?

I would try loading optimised and starting again.

This did appear to work but I rebooted and it was doing the same thing again

well the only difference is that your chip is "X", have a look at the X specific power settings in the bios
