It did used to be a problem before the Win NT platform, when MS used a different method of initializing hardware, but since Win XP, I have very rarely seen the need for a fresh install

 

That said, you will most likely get better performance with a fresh install, just due to the lack of bloatware and other apps you have installed that take up space.

better performance for the CPU? and in what? is it really necessary or it would be like 5% faster and not a big deal?
