Controller for activating a Pump

Hey Guys,

So I have a small pool at home and me and my dad were thinking about some kind of heater for it.

It would work with sun power. The sun heats a black area with tubes where the waterer runs through. But we need a device that can Controll the pump and can activate it when the water in the tubes gets like 24+ degrees.

You can buy a controler for the pump but this is very expensive and since we want a cheap sulution I was thinking if it is possible to buy some kind of small developer board and connect it with a tempreture sensor and write a small programm for it that manages to activate the pump at 24°C.

Do you think this is possible and how would you start?
