Is this build balanced?

So I'm planning on building a new PC and I was wondering if a Xeon W3680 would bottleneck a R9 390. The Xeon would be overclocked to 4Ghz or higher would that help?

The reason I want the Xeon is I do alot of multi threaded games like Beam NG drive and GTA V and thought the 6core 12 thread would do good. Running at 4.2ghz would it be a bottleneck for alot of games or just a few? Because it's basically just an I7 980X

You should be fine, the pentium has 1/3 threads and cores.  As more support for extra cores comes you will see a big boat as well
