Mini GPU with 0db Mode?

I'm looking for a GPU with a 0db fan mode.  Meaning, the fans shut off under a certain threshold temperature (usually 60 degrees).

But I'm also trying to install this in a mini ITX case that only allows for a max of 8.3" GPU length.

 

I can't seem to find any GPUs smaller than 8.3" that have a 0db capability.

 

As far as power, I'm looking for something in the range of GTX 1070, but I will settle for something a bit slower if I have to.
