Pc won't start

I just fitted a new air cooler and now my pc won't start it just boots up with no display but only the fans spin for a few seconds then go off and it happens automatically again and again 

MAIN RIG:

GPU: Asus ROG Strix 2080Ti 

CPU: i7 9700K

Mobo: Asus ROG Strix Z390-F

Ram: 16GB Corsair Vengeance RGB DDR4 3200MHZ

CPU Cooler: Corsair H100x RGB

SSD: Samsung 860 EVO 500GB

SSD 2: SanDisk Ultra 2 240GB

Case: Coolermaster Masterbox 530P

PSU: Corsair RM650x

Monitor: Asus ROG PG278Q

Keyboard: Razer Blackwidow Ultimate Stealth 2016

Mouse: Razer Naga Trinity

Headset: Razer Kraken 7.1 Chroma

Speakers: Bose Companion 20

Don't put too much thermal paste.

Did you touch other components like mobo when installing the new cooler?

Fixed it by moving the ram

Try replacing the thermal paste with a reasonable amount (a small pea or grain of rice). Try removing both the ram, and graphics card. Then replace the ram, making sure its properly in place, and try starting the computer without a graphics card, plugging a monitor into the motherboard. This should work unless the CPU does not have onboard graphics (unlikely unless ryzen). Then try reinserting the GPU, and retrying.

So often computer problems are caused by ram. I hate RAM.

RAM costs a lot right now. I hate ram more

Well I just found out half of my mobos ram slots are dead I hate ram too

all SATA slots are dead on my mobo except for the two i am using, M.2 doesnt wor kas well accoding to some reviews i've read online xD
