Newer games have higher quality textures and resources, therefore they need more space: PS4 and XONE have the same capacity discs as the older gen consoles (except for the 360 which had HD-DVDs), hence data needs to be compressed; if you have compressed resources, your games will load way slower, thus game publishers decided to avoid it by making users install (extract) resources in the console's internal HDD
