I was playing rocket league with my friend, and he was complaining about his screen being weird. nothing really game-changing, but he attached this picture.

he's playing on the i-GPU on his XPS 13

Anyone have any idea why there's white on the bottom of the screen

As far as I can tell, this is definitely a monitor issue and nothing to do with the main system. That's my main contribution. I can only guess otherwise that it may be caused by some overheating or damage in the past. Is it only rocket league or other games/general use?

it only happens during rocket league

the monitor is totally fine otherwise.

What other games does he play? How intense are they on the GPU? Also weird question but does he play Rocket league in a different place to other games?

AFAIK Rocket league is the most intense.

could it be that the GPU is bad, and like artifacting on desktop GPUs, it just does this white bar thing?

I can't say I've ever seen that type of artifacting before. My best guess is that as it's the most intense, the 'blur' at the bottom is caused by overheating. I'd recommend him to turn up his laptop fans if he can, as it looks like he's already on a desk/flat surface.
