So i have an issue where in games like battlefield 3 if i put it at ultra with no aa i get maybe 70-80 fps but when i put it at all low setting i get maybe 10fps more and my gpu usage cuts in half. i was wondering how can get 80-100% Gpu usage when i am on low so that i get max fps. Also i know it isn't a cpu or RAM battleneck because neither of them ever go above 85% usage.

I have a gtx 760 direct cu 2

It turns its self down (Down clocks) because your rig is not keeping up....
Or thats what it is 90% of the time and it would still do that at 85% usage! (it happens to me on a lot of games)

But then when im at ultra wouldnt it down clock even more and then i would have 50-60% gpu usage, but when i am at ultra i get 90-100% gpu usage

I think the higher the setting the more the gpu is used so it would not in all cases do that.....

And it also could be the new nvidia drivers as they are crap so you may want to go back to some older ones (only if your NOT playing games that just came out)

It is like there is a v-sync on that limits gpu usage based on your settings but i have looked everywhere and turned off every v-sync option there is.

Well let me ask do you have a 120hz screen?

And could you please tell me the rest of you components

No it is only 60hz and i have an i5-2400 and 4gb of RAM, i know the RAM is low but even on games that get my RAM usage to 50% i still have the issue

I also have 4gigs ram and it is a huge problem so this may be in part what is doing it!!

And also try this it will give you a big boost if you have not yet done it....

But it happens in games that my Ram usage doesn't ever go above 50% and i have already unparked my cores and it didn't help

What is ram speed if I may ask?

Also turn your power target to 110% (that's as high as mine goes yours may go higher) you can use afterburner to do it if you do not know how I can tell you!

It is only 1333

Okay that should not be it (You still should get some more as soon as you can)

I edited my last post so look at that...

I just tried that and it didn't work it is like there is v-sync on because it doesn't let my fps go past a certain fps but it is on all games and it is different, like in one game it won't ever go past 98 fps and in another it won't go past 62 fps but i have turned off every v-sync option

Try using a benchmark and see if it will go to full usage(http://www.evga.com/ocscanner/

But other than that I am out of ideas sorry :(

Hopefully someone who knows more then I do can help you out :)

I just tried furmark and i put it at the lowest settings and i was getting 98% GPU usage

Well then it is not your gpu....That is a good thing :)

So I think it may be the games.... ( I have this same thing non stop on allot of games)

But at this point it is hard to tell as the ram could be a problem (even when not at full usage)

And you can not see over fps because of your screen so I would let it go!!

If not I wish you the best in fixing this (If it can be fixed)
