why the B250 chipset?! I'd get a H270 board

double the RAM and make it 2400 not 3200 - I don't think anyone can guarantee the board will accept the XMP profile with a locked CPU

 

are you restricted on money? get a GTX1070, with that RX580, the i7 seems wasted - it's an unbalanced build

What's the build going to be used for? If it's just gaming, then I'd say maybe get an I5 and slower RAM. If it's also for more CPU heavy tasks, then a Ryzen 1600 and a B350 motherboard. But keep the RAM, if you go for Ryzen. 

 

Edit: If it's mainly for gaming, then maybe a 1070? Get a lower end case, for example. Depends on how much you value aesthetics

Why 3200MHz RAM in B250 and locked i7

Why WD Black? Get regular HDD like WD Blue or Seagate Barracuda

I have a discount on Intel Stuff So thats Why I can get that for cheaper than an i5 7500
