Annoying "service provider apps" notifications on my S8

I keep getting this notification from something called Service Provider Apps that just wants to advertise some Amazon app to me. It comes up all the time with no apparent way to disable it. The notification settings for this app only allow me to block notifications from the lock screen. They still appear in the tab. I'm pretty sure I even force stopped it once but it still comes up every now and then. Is there any way to get rid of this?
