I know, this might be confusing but I have a question, it's because I saw videos where people show more GPU's showing their performance (i will link it) 

But the 1070 in Dota 2, it's on 99% usage , i need to know one thing, how can he get it at 99% my 1070 jumps insanely up and down whenever I play at 1080P? 

I haven't sat nvidia to use full power in their control panel, can that be the issue?

What's your cpu usage look like when your 1070 is bouncing around. Haven't played dota 2 but google suggests it's a bit cpu intensive so their 6800k could be giving that 1070 more room to run than your cpu...
