As far as I can remember reading this is intentional.Windows does this as it allows for system services and other stuff to be accessed quickly since the ram isn't being used for anything else. If you did end up needing this ram for a program it would take priority over this.

At least this is how I understand it I might be wrong.

there are also "normal stuff: that needs to be loaded, Your OS (windows) for example is counted within the 5.1 GB because it is not onlu for your active account but for all the accounts

I used to get the same error as well, telling me that I am running out of memory even tho from the task manager only 10 gigs were being used out of the 16 available.

I did set the windows pagefile back to automatic and the error didn't show up again. Tho I am not sure that is because of that setting I changed or because I didn't work with files as big as weeks ago when the problem was showing.
