I'd get used RAM and SSD. Those things don't suffer too much from being used (well, maybe the SSD does somewhat).

3000 ideally but the biggest % gain over 2133 is 2666. This means the difference between 2133 and 2666 is bigger than 2666 and 3000. I hope I have explained clearly :)

The SSD is known to be terrible. I would stretch for the Sandisk Ultra II but at the very minimum, get the Kingston UV400.

no B350 is the chipset the rest is just manufacturer naming. You can get the gigabyte if you prefer, I just like the AsRock.
