Volume control not working properly

Hello, I have a HP laptop and its volume controls started to act up couple days ago. Volume level 1-99 results in same level of volume while volume 0 is mute. I can control the volume only when I exclusively adjust volume from the program that sound is playing from in the volume mixer, and adjusting speaker to move all of bars down does not adjust the volume. The volume control doesn't work for both headphones and native laptop speakers. Will be appreciated if someone can help me. Thanks!
