I honestly wouldn't, unless you plan on video editing or somehow using more than four cores. As shown here,  The 7600k is easily 20% better than the 1600 from testing, and with the 7600k being easier to overclock, it can possibly be further ahead than shown in the benchmarks. The Ryzen chips have been shown to have a hard time overclocking.

Its an i5 7600 + h270. no overclocking on blue team. 

So im between this two pc rings that i build my self, however I don't which one should I choose.

I would like some help. Thanks.

given the fact that 1600 is able to do a bit of slight overclocking with the stock cooler with huge gains, I'd go for red team. The RX580 will be slightly ahead of the 1060 6gb anyway.
