Currently I have 8GB of DDR3 ram. in CPU-Z, it says that its 660 MHz.

 

The problem is, I cant upgrade. My motherboard is so old that it only supports 1600 MHz of DDR3 anyway, and I can only go up to 4x4 16 GB.

 

Do you think my ram is actually DDR3 660 Mhz? If so, is that why my computer is awful? I was going to get a new SSD but I think the ram may be the problem.

That's normal, CPU-Z reports actual memory speed without double data rate. For your effective speed, multiply by 2 (1320, which is close to 1333MHz).

 

The SSD would make your computer more responsive. Especially if you do a clean Windows Install on it.

Ive never formatted my HDD in the 5 years ive had my computer. I have an external Harddrive to transfer files over, but do you think I should just get a fresh install of windows, then move over the important stuff, or should I just transfer all the files from my old HDD to  my new SSD over

You should do a fresh install. All of the problems that your previous install may have accrued will go away. I did it when I switched SSDs and it wasn't terribly hard, a lot of programs worked from the HDD without installing and I installed the ones that didn't into the SSD. I was also able to import my Firefox Cookies, Bookmarks and settings just by moving a folder located in C:\Users\YourUsername
