USB Boot Seatools

I really need help right now. I am trying to wipe my computer which is windows 10 pro and I wanted to factory reset and it wont allow me.

I am at the point to where I cannot go to the login screen its just black after the whites dots go in a circle.

Can anyone help me or link me a way to get the seatools iso to work without a disc? I have a CD-R but what else is a CD-RW?

Any help is appreciated.
