Looking for Program/Application for Audio

This isn't really going to be easy. First you need software to be able to select audio output device. Most media and VOIP software can do this, games etc. not. Then you need virtual audio cable's and/or different audio devices to direct audio to each monitor. So you can't use HDMI audio from GPU to both. They need to use different audio devices.

Hey guys! I am looking for some kind of program or application that will help with modulating the sounds coming from my computer. Currently I have two monitors with built-in speakers and I want one monitor to play sound from the program that is running on it, while the other monitor is playing sound with a different program that is on that screen.
