An oc'ed 8350 would be good. 

Why not oc? You should be if you're building your own system.

I'd like to make my build last for at least 2 years or more,unless i want to Upgrade the GPU or CPU.

How safe or risky is overlclocking?And how much work is it to maintain?

Overclocking isn't really risky at all as long as you know what you're doing. There's no maintenance once you find a stable overclock. 

Overclocking doesn't necessarily lower the life span of a chip. Adding more voltage does. As long as whatever you're doing isn't using an absurdly high voltage, your chip should probably last longer than you need it to.

Overclocking doesn't necessarily lower the life span of a chip. Adding more voltage does. As long as whatever you're doing isn't using an absurdly high voltage, your chip should probably last longer than you need it to.

I heard that you had to keep an eye for temps and voltage?

I worry the heat in my room and if my PC fan will handle the CPU or GPU.

It's not that big of an issue as long as you have adequate cooling. 

You pick the voltage and just watch the temps. If it's too high, the worst thing that usually happens is that the system crashes and you can lower your settings.

Air cooling is fine. You usually over clock the cpu using the bios or the motherboard's utilities and for the gpu, you have multiple options. I recommend Msi Afterburner. 

There should be a voltage limit. Again, you should wait for aftermarket 290's anyway.

You need a z87 mboo to oc. 

There really isn't a limit. There are thresholds you don't want to cross.

What do you mean by recommend for a 290?

A 970 mobo does the job. 

The 4770k is better for gaming but is considerably more expensive for a bit more performance.

3 monitor gaming

is this good?

AMD FX-8350

AMD Radeon R9 290 4GB

8GB DDR3 SDRAM

2TB HDD

Samsung 250GB 840 Evo SSD

AMD 970 chipset ATX motherboard
