My friend has a dumpy HP APU computer and he wants me to upgrade it, to be able to play new titles. This is alternative to a ps4. He has a budget is at max $650. (hes Canadian) The ram from his pc and the hard drive will be reused, so I need help to determine what other parts he should get. His current monitor is only a 720p display but he eventually wants to get a 1080p screen so the build has to be able to game decently at 1080@high/ultra 40+fps. Games he plays, bf3/bf4 + minecraft + Far cry 3 + counter strike   

 

I was thinking of a fx-6300, R9 270x, 500w psu and a bitfenix merc beta case and whatever big name mobo for around $100 + windows 8 as I don't the windows will transfer. 

 

What do you guys think, is there a place to cut back costs farther. 

Any idea if the windows can be transferred? (no reinstall disc) 

Ram compatibility? most likely will his ram work with a new board? Most boards have been compatible with the brand but not the particular sticks.

Sounds decent so far. 

You should be able to reuse the Windows key. Call Microsoft to reactivate it if there's an issue.

Buy another disk, or download the iso file and put it on a usb drive

You can download it. It's legal. You pay for the key, not the disc.

I'm pretty sure you can find some. I'm not sure if it's okay to post links to them here though. The only official ones from Microsoft I can see aren't the standard Home Premium version that I think you're using.
