My newly built desktop has to go through the bios and uefi everytime before I go into Windows. 
Is my boot order incorrect?

 

Also, do I get that cpu error because of the liquid cooling fan or I had it wrong?

If you didn't use the CPU fan header because you're using a liquid cooler, you have to disable the warning for that. Go into advanced mode -> monitor and set CPU fan speed to Ignore

If you're using no fan then you must disable the monitoring of that fan otherwise it will constantly remind you.

 

If you are using a fan then you need to look at it.

You have to go through bios every time you boot because of the cpu fan error. Once you fix that you should be able to boot normally.
