Need Help Cameras

So I'm considering getting a camera for my birthday this year as it will be the last that ppl spend money on so I'm asking either for Directions, help or suggestions

I need it to be able to record and take still photos while also being able to do the green screen thing Please help cameras are confusing

Thats a very tight budget. I'd say either a used DSLR or mirrorless or a new point and shoot is what would fit. Don't think you will find any new dslr for that price sadly, cameras are expensive.
