70 is bit high, but you should be fine. Given that you'll soon get a real cooler, don't bother tweaking it too much, just leave it as is for the time being.

where are you getting that 70c is high?

 

70c is a very safe temp for just about any chip including a 1700.  Ryzen does not throttle until 95c and if this was obtained through a stress test its highly unlikely you will ever reach that temp in real life usage. 

 

If its less than 80 in a stress test you are fine ... you're fine even higher than that, but its up to your level of risk, but 70 is nothing.

As another user said 70 is fine. Have fun oc'ing. Don't exceed 1.3V for the stock cooler. See how high you can get before 1.3V isnt enough, this is what oc'ing is about afterall :) and congrats you are now above an 1800X stock and have saved ~$200

For now 3.8Ghz is fine. Try lower voltage. But when i test stock speed with stock cooler i get 61C without OC. So 65 C is fine!

I would run AIDA64 or prime95 to see how hot does your CPU actually gets. Then take away 10°C and you have your max temp during normal workload (gaming, rendering).
