Raising the power limit is totally fine. it's not technically overvolting farther than the max allowed by the manufacturer, so it should be fine.

increasing the voltage is also not very dangerous if you know what the limit is, but it is possible to damage your card and/or reduce the lifespan if you try to flash a custom BIOS to crank lots of volts through your card.

Do the OC'ing guides say how to overvolt correctly?

most cards have a limit as to how high you can overvolt. the BIOS restricts me from going more than +100mv on my GTX 1070, for example.

basically, if you don't flash a custom BIOS, those overvolts should be good.

I've just gotten into the habit to crank the voltage as far as it goes for GPUs when overclocking.

So theres a safeguard for overvolting? so you wont accidentally fry it?

Yes.

Go to MSI afterburner or some overclocking utility, and try seeing what that max overvolt you can put on your card is. It's most likely going to be 100mv or less.

Put custom bios on every card I can.

Raising power will never hurt. Going to far on voltage just causes a crash. I keep going with the oc till it crashes. then raise the voltage up and the oc again to where it crashed. Then continue that process till it keeps crashing no matter what you change.
