hi https://pcpartpicker.com/list/sTt6r7 this is my pc I've been having troubles with it for like a year now but I imagined I had everything sorted after getting it back from a repair place who said the issue was windows so i clean installed windows and now on startup i get a black screen everytime the pc is tested and I've been told everything in it works fine I tried a different monitor and different cable ive tried getting a different bootable usb to see if that was corrupt and i have the same problem any advice or suggestions would be appreciated as I'm in desperate need for a working pc

Have you tried resetting CMOS?

 

Can you test your mobo with another intel 4xxx CPU?

I'd start by testing with one stick of RAM at a time.  If that fails, try removing your graphics card and testing with the onboard video.

I forgot to add, I'd also check to make sure any unnecessary external components (USB flash drives, external HDD, wireless USB devices, etc) are removed, in case one of them is causing the issue.  In fact, that's actually where I'd recommend starting, given that the repair shop said they couldn't find anything wrong with it.

so it seems to work with the gpu out and using the onboard graphics but I know the gpu itself works where should i go from here

Try moving the GPU to another slot.  The could be an issue with the primary PCIe slot.  Also, do you have access to another PSU to test with?

I've tried that same issue and also no I don't have any spare parts to test with but the repair store confirmed all of the parts in the PC were working fine

That presumes their testing methodology is thorough.  As someone who works in computer repair, I can tell you that not everyone who thinks they're a computer tech, actually is a computer tech.

 

How did you determine the GPU was fine?  From them, or some other way?

that's a fair point but they are an official repair place not just an individual who's good with computers and it was from them the GPU is also brand new though

Best Buy's Geek Squad is considered by many to be an "official repair place", but I wouldn't trust them enough to send anyone I know there.

 

As for the GPU being new, that doesn't preclude it being faulty.  Even new components can be bad.

I trust the place I'm a student in a computing course and they were recommended to me  but even then I couldn't test with spare parts now even if i wanted to so anything I can do in the mean time

Sorry, I can't think of anything else to try without swapping out at least the PSU, if not also the video card.  If you can get by with onboard video for a bit, you could try to RMA back the video card and see what happens.
