System won't post once GPU installed

I have an XFX RX 480 graphics card.

 

The system runs just fine on integrated graphics.

 

As soon as I give the GPU power it won't post I try moving HDMI from mobo to GPU still nothing.

 

Tried different PCI port.

 

Blue light on the GPU does light up.

 

Red VGA light is lighting up on MOBO

HDMI is supposed to be plugged into the card.

the card needs power.

and the drivers need to be installed.

Whats the PSU Brand and wattage? Double check all cables going to the card and board. Check for PCI dip switches on the board. Make sure you have installed Drivers. And Make sure the HDMI is plugged into the card.
