Dual-Screen Flicker / Stutter / weird artifacts

This has been an issue that has plagued me for very long time. It's something I've learned to deal with as it doesn't happen all the time, rarely at most. I have a dual-screen monitor setup, and currently I run it off a 7850 (previously it was a 6870). What I'm experiencing is screen flickering (on both monitors at same/different times), tearing (where the image, even jsut the plain desktop, is torn / repeated half way down the monitor (s)), weird artifacts that stretch the screen (small bands that span the horizontal width of the monitor). This issues has persisted thru various driver updates / reinstalls. Even when running either of my GPUs at stock clocks it still happened. The only culprit I can think of is maybe Display Fusion Pro (5.1), but im pretty sure i've tried disableing / reinstalling that as well.

Asus M5A99X Evo 

FX4100 

G.SKILL Ripjaws (8GB)

Corsair GS600 (older version)

Radeon 7850

Windows 7 Ultimate (fully patched / updated with the latest whatever)

 

Really looking to get an insight into why my machine acts the way it does, really bothersome and some what of a pain as a couple times I've had to reboot to fix it.

This issue hasn't gone away, it temporarily did but it came back. Now I have a more accurate description of what happens. When ever the issue occurs, its not during any kind of heavy GPU load. I've never noticed it happening during those times. It happens when I'm browsing or doing other non-gpu related things. It also seems to happen mostly when I'm moving or readjusting a window or other application on the screen.  What happens is on either one or both of my screens, the display will flicker very very briefly and then a small part of the display (either slightly above or slightly below the "half way" point) is skewed and distorted briefly. Like I said this can happen on one or both displays simultaneously. It's a very annoying issue I wish would go away. Its been happening with both of my GPUs.

Pretty sure disabling powerplay fixes this... or one of the other little tickbox's to try...

Someone..? But maybe multimonitor keeps it rooted after the fix. I cant remember

 

I had two lcd's, went back to one ,....due to this flickering your experiencing.

I get an issue where it flickers and flashes until I change my resolution and then revert it on bootup, but it stops immediately when I do this and doesn't return until my next reboot.
