new gpu for gaming

MY brother is considering to buy a new GPU, we did a CPU and mobo upgrade last summer to an i5 6600k and kept using the previous gpu. He is considering to buy a gtx 1080 or gtx 1080 ti. The  question is, will they bottleneck a lot? The gpu has a decent cooler and i should be able to achieve at least +200 mhz easily, though i dont know how these chips overclock. So if I get an oc, would these cards work? This is relevant cuz down the road he would get liek a higher resolution display or higher refresh monitor maybe, since he currently has two 1080p's.

What do you guys think?

PS: what are the power requirements for these GPUs?
