go used, get an older system with a i7 3rd or 2nd gen, get a new psu and put a gpu in such as 1050( gpu acceleration).

- go to ebay get a older pc with a i7 2nd or 3rd gen ( 4c/ 8t will help with video editing, graphic design) - 100 to 150 usd 

- pick up a 500 watt psu- 60 usd or lower 

- pick up a cheap gpu such as a 1050 for gpu acceleration- 139 usd or use open cl a rx460- 89 usd 

- pick up more ram if your pc only comes with 8 

this should cost about 349 usd to max 600 usd depending on the deals you get.

oh god, not that power supply explosive, please get something else. you don't need that random cooler, the stock one will do just as well. also you shouldn't need the wthernet adaptor, the included one on your mobo will be just as good.
