In what sense? OEM is Original Equipment Manufacturer. In terms of hardware, it means that the company made the component. Typically another company will then brand the products. For example, the OEM for some of EVGA's branded PSUs is Super Flower. 

 

In terms of Windows license, OEM keys are designed to be used on pre-built systems, where the key is locked to a single system (typically the motherboard). Retail keys can be used on any system. 

Original Equipment Manufacturer.

 

The difference is the retail package looks nice while the OEM looks like a brown rectangular prism of sorts.
