if you can overclock the Xeon this is pretty good, will run most things on medium ish settings at 1080 60fps+ i would say. 

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

I forgot to say that I'm using a 1280x1024 monitor, so I'm not going to play at 1080p.

The bios is locked, so overclocking is out of quesion :(

you can probably max out most titles if thats your resolution, some AAA titles you might have to go down a bit though but for the most part you should be good

But in my country, GTX 1060 3GB costs 50$ more than RX 470 4Gb and same price as the RX 4804Gb for getting a 10% better performance. I'm asking if it isn't an overkill going for those graphics cards since I'm only using a 1280x1024 monitor, and also I've heard that RX 470 will be better than the 1060 3GB in future games.
