make some changes if you want to

budget is 1500 but would love to be lower in the 1200's

He want's to have 4k capability and run in the 30 fps range on most games on ultra.

Not a bad build, but i would however go with a beefier cooler, a few AF120 case fans, another stick of ram, and honestly from my personal experience going with a 2x4 kit keeps your arse out of the fire if one arrives DOA. Aswell as a 1TB Hdd for storing games on, and a wifi card (if thats your thing) wouldnt hurt either.

Cooler i would recommend is the Noctua NH-D9DX i4 3U 46.4 CFM CPU Cooler (NH-D9DX i4 3U) or
The Corsair H80i V2 for lower temps and better performance to avoid thermal throttling in long gaming.

You can find a sandisk barracuda for around 50$
Another DDR4 Kit of memory for 50$
Case fans come in packs of 2 sometimes for around $20

I highly advise building for the future. As you can save the pennies now.
