Problem with Ryzen 1700X

I am still having problems with Ryzen 1700X. I bought a new am4 cooler which is cooler master masterliquid 240. It got installed properly. However, the older issue of high temperature and windows 10 freezing is still persisting. My idle temperature is 50-55 degrees although I have read somewhere that AMD said the true temperature of 1700X is reporting temperature minus 20 degrees. But why the hell is windows 10 freezing again and again on it? and why the clocks of memory and cpu are not controllable even with the software and bios? I still have to install the latest bios, update windows and install all the latest drivers as some suggested. But what could be the real reason behind all of this?

Lol the bios update will probably fix 99% of that
