Can anyone suggest me a keyboard and mouse under 15$

The best one is to save up and eventually get something better. 

For gaming everything <$15 will have either an office mouse sensor, a crappy laser one, or an Avago 3050 (which isn't bad, but rare)

Pick up a Redragon M601 (mediocre), a Corsair Harpoon, or a Rival 300.
