New Windows boot problem

So I am building a pc for my friend on a pretty tight budget and I got all the parts together except the gpu, so I decided to install windows 10 on it but whenever I try to boot from the usb drive the windows logo pops up and then the system tries to boot again.

 

does anyone know what's going on?

core 2 quad Q8400

7gb RAM

I had 3 2 gig stick and 1, 1 gig stick

Try with 2 2gig sticks
