Or his IMEI got blocked, for being stolen maybe?

 

Sounds fishy. Anyway, you can just get a new SIM card, the IMEI number can't be changed as far as I know.

He said his phone's ID got blocked because he once forgot or something to pay the bill. And he can't do s with the phone [call,text etc.] And it doesn't matter that the changes the SIM card to another operator. As he didn't pay the bill for 1 operator he's blocked in all of em'

Well, easy way to solve the problem is your 'friend' should pay his bills.

That might be IMEI code, that is blocked. IMEI is hardcoded to the motherboard and can not be changed (or if it can, then it is definitely not legal). He needs to talk to the cell provider to get it removed from the list.

Yes he said that  it's not legal . He found a guy that unblocked it but he got blocked again ..
