Then here are few cases you can go with any one of them all are good.

Thermaltake Core V21 MicroATX Mini Tower Case This one is compact and is small when compared to others and also has side panel Window.

Cooler Master N200 MicroATX Mini Tower Case This one has 1 5.25 bay so if you want to buy BD/DVD Drive then you can buy it this one is compact and looks like traditional desktop case too.

Fractal Design Core 1000 USB 3.0 MicroATX Mid Tower Case This one gives you a feel of traditional ATX though it is smaller and has 5.25 bay has better airflow when compared to others. Others are having good airflow too but this one is having bit more. Not gonna make a huge difference.

 

You can go with other ones if you want but these look good for me for 40$ budget

The Thermaltake Core V21 seems like a pretty sweet case for the price.

But would I need to buy any additional fans to cool everything properly (also since 980 ti is pretty beefy) and would cable management be a problem in this?

I am using this Seasonic psu.

As you can see GTX 780 which is also a beefy card fits in it without any problem and still has lot of space. It is having a 200mm rear fan on front so it shouldn't be a problem. After buying this case check the temps it should be good for sure if not which is not gonna be as the rear fan should handle the temps fine you can buy another fan if you want which is not needed though as included rear fan should be good. Cable Management is not a problem at all we can arrange all the cables neatly on the back by tying with zip ties like this pic1.jpg
