Windows 7 Logon speed problem

Hi all,
 
I've been having this problem with my PC for a while now.
 
Whenever I log into Windows 7, after entering my password, it takes an unusual amount of time to get past the 'Welcome' screen. (up to 20 seconds).
 
My boot drive is on a Sandisk SSD (Sandisk sdssdx120gg25). I have done tests to check read/write speeds and all seems to be fine,if not better than the averages.
 

Info: 
-It is running in AHCI mode and trim is enabled on the SSD. 
-My desktop background is NOT a solid colour which I know can be the problem. (I have also tried booting with different backgrounds, none of them speeding up the log in.)
-I have tried creating another user account, no luck.

-My SSD has been formatted roughly three times due to Windows problems.

-In my last format I somehow managed to fix this problem (making the wait only 1-2 seconds) however whatever I did doesn't seem to have worked this time around.

-My SSD drivers are fully up to date.

-All required Windows updates have been installed successfully.

 

Hopefully you guys can help me sort out this problem. All help is appreciated.

Check programs that are in startup.

 

Add your components you have.

Also is SSD optimized to work with Windows. Turned off indexing, turned off prefetch and such?

Check your date and time and make sure they are correct.

I have turned previously turned off all possible startup programs and services. No change in time.

 

CPU: i5 3570k (OC'd at 4.0GHz)

GPU: GTX 660

PSU: Corsair GS800

RAM: G.Skill F3-12800CL9D-8GBXM

MOBO: Gigabyte Z77-DS3H

SSD: Sandisk sdssdx120gg25

HDD: WD Caviar Blue 1TB (7200rpm)

 

anything else needed?

 

SSD is optimised.

Indexing is at the bare minimum (only searches in documents folder and start menu)

Prefetch has no performance differences.

 

 

And yes my date and time are correct.
