Display issues with new Sapphire RX 480 Nitro+ 8GB

I just built my PC Yesterday, and after about an hour of use, I began having display issues with my Sapphire RX 480. It first began when I downloaded Sapphire's TRIXX software and was messing with clock speeds. The screen began bugging out so i rebooted my PC. Now, when I boot up windows, the screen is glitching wherever I move my mouse. Its a bit like screen tearing but only on certain parts of the screen. Additionally, when I went into my bios and peeked around, It was telling me that my card was in a PCIE x16 slot running at x1. When I took out my GPU and reverted to HD 630 Integrated Graphics, everything worked as intended with no bugging. Here's a list of everything I know:

- Screen glitches occur while posting in BIOS AND in windows.
- Only occurs with my RX 480 (Integrated Graphics work as intended without issues)
- x16 PCIE slot is running at x1 Speed

 

Things I have done to fix the issue (without success)

- Reinstalled latest drivers
- Reverting all BIOS settings to Default
- Switching from HDMI to DVI
- Re-seating GPU
- Uninstalling SAPPHIRE Trixx Software

Sounds like mouse corruption which had been plaguing Polaris drivers for a while now (although it's never happened to me but a lot of people have been having this issue). What driver are you using?
