Steam Download bug [help]

Hey guys so from yesterday I have this weird bug where when I try to download/update any game from steam it starts downloading for a couple of secs and then stops and gets added to the download queue as if it had finished downloading (which it hasn't)... I tried clearing the cache, uninstalling steam and reinstalling it nothing seems to work.So now I wanna play RS6 Which got an update a few hrs ago and I can't play it cause steam won't download it ? I also tried changing servers which didn't help either. Any solutions ???
