CPU Usage in R6Siege

I have made post about this before but after updating siege back in February to operation velvet I have noticed significant frame drops and stutters.  My CPU usage is at 100% and it was never like that.  I have an a-10 7700k with an rx 480.  Before update I had 75-100 frames on ultra and now I have 50 until I turn vsync on and my frames go back up to 60.  Has anyone else experienced an issue??
