you cant 

the g3258 was great because you could OC 

the g4560 is better because its hyper threaded.

It was great, but it performed like shit in games such as GTA V.

The G4560 is a Kaby Lake chip, not Skylake. Locked Skylake chips could be overclocked, but that was not something that Intel was very happy about. They probably would have done anything they could to prevent it in Kaby Lake. I have not yet heard of any locked Kaby Lake CPUs being overclocked.
