GPU/CPU usage

I did some bench-marking with my computer in the division and it said i had 99% cpu usage and 70% gpu usage. is that normal? if not, how do i solve this problem

Generally if you are 99-100% usage on CPU and not 100% on GPU, this indicated a CPU bottleneck on your system.

the 950 is being bottlenecked by the a6, which is a mediocre CPU as it is. 

upgrade your CPU when you can

I'm surprised you're getting 70% GPU usage with that A6 CPU, that's a very weak CPU.

 

It's definitely normal for CPU usage to be higher than GPU usage if you have a decent GPU (your GTX 950 is decent) with a weaker CPU (A6 no bueno). You should probably look to try to get an i3-6xxx or 7xxx (plus appropriate motherboard and RAM) or i5 if you can, or wait a couple months for AMD's quad core Ryzen CPUs. If you don't think you'll be able to afford a platform upgrade (CPU, motherboard, RAM) in the foreseeable future, then you could get an AMD Athlon 860K which would at least give you twice as many cores as you have now for under $100.

or a pentium g4560, it's an i3 6100 clocked 200Mhz lower for $59 USD

boards are around $65 USD for it.
