Yes. The clocks on the chips appear to be pretty much maxed out and not much head room for actual overclocking on the chips. 4.0-4.1 is the best you will get out of.

Even if you manage to get 1 celcius you can't overclock more than 4.1?

Nope. Temps are not the only thing that matters with overclocking. Alot of it comes down to voltages and AMD has come out and said do not go past 1.35v on the chips. Theory on this is that the thermal sensors on the chips themselves are faulty and are likely not producing accurate results when being monitored by software.

How far do you think i could push my cpu at 32 c when not doing anything

CPU - i7-4790k

You also have to remember, the overclock on AMD is different, they do it on a single core, where as on intel, its across all cores. If the temp probe is legit an issue with the chips and thermal monitoring is not accurate, I honestly would head the warning by AMD and not push a Ryzen past the 1.35v. On intel Skylake 6700k, the maximum intel says is 1.53v, but the maximum recommended in the community is generally 1.35-1.4v depending on who you ask. This is mainly due to thermal limits to not push your CPU to hot, generally between 75-80c when doing full on stress testing.
