So the fans spin up and keep spinning or do they spin up and then go off?

This is the exact same thing that happened to me if the fans spin but no bios keyboard or mouse response. Against my "I can do it myself" spirit, I took it to repair  and of all things the PSU was not giving enough power to the cpu to boot. Get a new psu and try that.

It goes to BIOS. What do you expect?

If you want boot to Windows then do you have hard drive and windows installed?

I'd honestly try checking every cable internally and externally.

i can unplug the GPU so the CPU should have enough power and the PSU worked fine in my old system

But if your old system wasn't used to this kind of power, it can die. Try a totally different PSU.

CPU: Intel Core i7 8700

GPU: Gigabyte GeForce GTX 1070

MOBO: ASUS Z370-F STRIX

RAM: 16GB Corsair Vengeance DDR4 2133MHz

whats wrong with it? did EZ tuning kill it? the motherboard should have a over voltage protection

EZ tuning could have screwed up your PSU, skyrim killed mine so it would not be totally odd.

well my gpu above the jumper and i had soo much trouble with my gpu, i had to put something under my motherboard to let my gpu be fully inserted
