I am going to build a pc with i7 7700k and rx 480. Case is corsair 100r silent edition. Summer temps are around 35-38 degrees celsius. Do i require air conditioning for my pc to perform? Or is it okay without it? Also, will my room get hotter? I will keep the case beside the monitor.

if your room gets above 30c, I would recommend an AC in there personally..

For me any thing above 20 is too hot so i would say yes, you should get air conditioning. Plus your PC will potentially make the room slightly hotter.

Its best to buy a brand new window air conditioner, dont skimp out buy one that has a high BTU rating something in the range of 7500+ BTU ac. I left mine on 24/7 but my condo was on the main floor of a 3 level, and in the corner with no sky sight. In the winter I'd rarely if ever turn on the heat, but I like my cribs cool. I personally sleep with a fan on 24/7, even right now at 2:30am I got the fan on low, its about -5C out right now with a light snow. I can feel the heat at my feet from the vent 3' away under my desk.

I have an ac in the bedroom, but i was planning to keep my pc in the living room, where there is no ac. So should i keep it in the bedroom? And whenever i use it should i switch on the ac?

yes a 7700k puts out a significant amount of heat currently i'm using it as a space heater in my basement and this is during the winter the cpu should be fine as long as you get a good cooler the 7700k runs really hot so as long as you get a really good cooler you the computer should be fine but you'll probably be dieing in the heat.  get a ac or get ready to sweat

Yes, the system will produce heat. 

Whether you need air conditioning or not depends on how good your system cooling is.
