Seeking hardware based remote desktop solution

I'd need to describe carefully what I'm after... then, let's see if it exists or not.

 

I want to control a PC "B" from PC "A". I want the experience to be like I'm sitting directly at PC "B" but I would like it in a software Window on PC "A" (not full screen), so that rules out traditional KVMs. Why not software remote desktop solutions? I need access outside booting OS also e.g. if I need to change bios settings. So it would be some kinda software/hardware KVM hybrid, needs to emulate keyboard and mouse, and capture and transfer video signal.

 

The two PCs would be in the same general area as each other so I'm not bothered on the physical connection method.

IPMI is probably what you're looking for, however as a hardware solution it requires (surprise surprise) specialised hardware - a motherboard with onboard IPMI module and a dedicated LAN port.
