Issue with new CPU

My dad had an old PC and doesn't want to spend the money to replace it so i put in a new Intel Pentium E5800 with a clock speed of 3.2ghz. The PC boots and works fine but in task manager it still says i have the old CPU in and in open hardware monitor it says i have the new CPU but the clock speed only goes up to 1.9ghz during an aida 64 stability test. What is going on? (in the photo the stability test is not running)

I suggest you look up your motherboard's manufacturers homepage, check out its bios updates and compare it to which you have.

 

If it says that your current bios should handle the CPU you're fine, it seems weird though.

Update chipset drivers from the same page.

Reinstalling windows isn't an option at the moment. Will a BIOS update fix that?

It is the packard bell imedia s1800 and the mobo is the veriton m275

If i reinstall windows but keep the files and programs will that help even if i cant do a bios update?

I won't risk at as i genuinely have no idea what the manufacturer of the mobo is
